事实核对 → 政策合规 → 编辑定稿，三道人工关卡；证据不足的内容被降级或移出正文。Fact-check → policy compliance → editorial sign-off. Three human gates; under-evidenced content is downgraded or removed.

我们不用「置信度百分比」这种伪精确，而用四个等级约束每一句话可以怎么写。Instead of pseudo-precise confidence percentages, four grades govern how each sentence may be phrased.
→ 可以作为明确事实陈述。→ May be stated as established fact.
→ 可以作为观察判断。→ May be stated as an observed judgment.
→ 只能写「有待观察」。→ May only be flagged "to be watched."
→ 不进入正文。→ Never enters the report.
当一周内高质量信号少于 2 条、政策来源不明确、关键事实无法验证或复核超时，周度观察会自动降级为「本周低空动态速览」——宁可少写，不硬写。开放信号最长追踪 4 周，超期归档。If a week yields fewer than two high-quality signals, a policy source is unclear, key facts can't be verified, or review times out, the Weekly Observer downgrades itself to a plain "week in brief" — better to write less than to force it. Open signals are tracked for at most four weeks before archiving.
每期内容都带着自己的复核档案走完流程：待复核 → 事实核对 → 政策核对 → 编辑通过 → 发布；任何一步不过关，就停在那一步。复核记录（复核人、时间、修改摘要）保留在系统内可审计。Every issue carries its own review record through the flow: pending → fact-checked → policy-checked → editorially approved → published. Fail a gate, and it stops there. Reviewer, timestamp and change summaries stay auditable in the system.
